The 2013 UN Global Assessment Report on Disaster Risk Reduction (GAR13) is entitled “From Shared Risk to Shared Value: The Business Case for Disaster Risk Reduction”.

The report, to be launched by UN Secretary-General Ban Ki-moon in New York a week ahead of the Global Platform, will provide a springboard for discussions in Geneva, particularly in terms of the central role of the private sector in reducing escalating levels of disaster risk and how business is increasingly seeing disaster risk management as an opportunity rather than a cost.

GAR13 highlights how the transformation of the global economy over the last 40 years has led to rapid increases in disaster risk affecting businesses, communities and governments. Based on new and unique risk data and analysis, the report will provide the evidence base required for consultations on the post-2015 framework for disaster risk reduction (HFA2) at the Global Platform and throughout the next two years.

The experience of Japan and Thailand in 2011 and the US in 2012 reinforced how disasters can cause major disruption to businesses. Earthquakes, floods and storms can damage exposed facilities, interrupting and paralysing output and business processes.

GAR13 builds on GAR09 and GAR11 which were entitled Risk and Poverty in a Changing Climate and Revealing Risk – Redefining Development respectively.

The latest report includes: a global assessment of economic disaster risk, a more complete estimation of disaster losses, a review of national progress made in disaster risk reduction, and insights on how businesses manage disaster risk, with a focus on urban development, agribusiness and tourism sectors, mediated by finance, insurance and public regulation.

A Tangible Earth interactive globe – on display at the Global Platform – will feature data and findings from GAR13. The report also has online and interactive applications that will enable more easy access to risk data as well provide a better understanding of global risk through innovative visual tools.
