Lebanon is subject to a wide range of natural hazards, the biggest threat being of a severe earthquake and/or an associated Tsunami. Smaller-scale disasters which the country also faces include floods, forest fires, land-slides and drought. For more than a decade Lebanon has been planning for greater disaster resilience.
In May 2009 the Lebanese government represented by Prime Minister’s signed a project document on ‘Strengthening DRM Capacities in Lebanon’ that aims to help the Lebanese Government develop its disaster management and corresponding risk reduction strategy.
At the national level a National Task Force (NTF) was established by the Prime Minister with the objective of developing the National Response Framework for Lebanon, the later was developed and can be used at the local and sectorial level as part of pandemic efforts for disaster response.
Moreover, as part of the National Response Framework preparedness efforts for disasters, three response plans were developed for Beirut Rafic Hariri International Airport (BRHIA), Military Airports Response Plans and Beirut Municipality Response Plan.
Recently the United Nations Development Program (UNDP) project “Strengthening Disaster Risk Management (DRM) Capacities in Lebanon” at the Prime Minister’s Office (PMO), and in cooperation with GARD program implemented in April 2013 a pioneer field simulation response plan for Rafic Hariri International Airport in Beirut (RHBIA) and air bases focusing on communication between concerned agencies during disasters and crises.
As such in a relatively short period of time, since 2009, much effort, support and work has been invested and achieved, this has helped to lay the foundation for a comprehensive, popular and collaborative disaster risk reduction agenda towards building Lebanon’s resilience in the near future.“ Nathalie Zaarour
